Visit the Contact page to schedule a consultation through the Google Calendar link, submit an inquiry through the contact form, or email Abigail directly using the link provided. Agencies may also submit an RFP or request for proposal by email. For short streamlined cases, your agency will be able to use the micropurchase threshold to purchase the services. Compass Rose Grants & Compliance will respond within one business day to discuss next steps and confirm the appropriate scope of support.

  • Compass Rose is built specifically for rural and small agencies navigating complex funding and compliance requirements with limited staffing. We provide credentialed, audit-ready expertise that strengthens internal capacity, improves competitiveness for funding, and reduces compliance risk — without the overhead and training investment of adding permanent staff.

  • We discuss our pricing model on our Services page. We don’t publish pricing because it is based on the complexity of the work, but we have some flat-rate, fixed-fee services. One example is that you can order one policy document, like Title VI, for a flat-fee.

    Many of our services, you can purchase under the micro-purchase threshold.

    One note is that policy and procedure, although connected, are different functions and pricing.

  • We have a friendly, no-nonsense, and drama-free approach. For the most part, you tell us what you need and we complete the appropriate documentation for you.

    For moderate complexity project, we may have you fill out a questionnaire and for complex projects we’ll set up a meeting or two.

  • Abby is a certified grants management specialist, having certified her understanding of the uniform grant guidance in 2 CFR Part 200. She has over 10 years of grant experience, has managed tens of millions of dollars in federal grant funding. She has been through countless accounting and grant compliance audits.

    She is a Project Management Professional (PMP), having developed and completed several capital, operational, and IT projects.

    She has over 10 years of experience in federal and state procurement, which includes public works and prevailing wage management. She has completed the Procurement series offered through the National Transit Institute at Rutgers College.

  • Abigail has specialized in Federal Transit Administration funding. She has been everything from the grant writer and manager, to the Title VI Officer.

    Abigail has also worked on several other grant resources in her career as a government employee, such as HUD, FEMA, FAA, and DOJ.

    In most cases, grants, civil rights, procurement, and other federal and state compliance translates from one industry or program to another.

    However, with some specialty work, like a grant under the Department of Energy may not translate.

Abigail Wheeler, CGMS, PMP brings extensive experience with federally funded capital programs, including NEPA and SEPA processes, procurement compliance, and grant administration. Subconsulting support may include regulatory research, documentation development, compliance oversight, and project delivery coordination throughout the capital project lifecycle.
